The error message is completely unintelligible to users.
The dialog does not provide information about how to open the document with another capable application.

eWeek mentions (“Israel Government Picks Open-Source Productivity Suite Over Microsoft”) that the Israeli government is not purchasing any new Microsoft Office products and is working with Sun and IBM on the Hebrew version of OpenOffice.org. Congrats to the OOo team!
