A behavioral note for my Exposé idea
Once Exposé is triggered, the Dock is placed in “tile application windows” mode, tiling the open windows of applications as their Dock icon is scrubbed, similar to how the current All windows+Command-Tab works. As is currently done, the drag and tiling can be cancelled by pressing the Escape key.

Rather than using application highlighting or dimming as I suggested in my original posting, using different cursors might be the best way to indicate that an application can or cannot accept a dragged object. The plus ? for those that can, the circle/slash ? for those that cannot.

This is really well-considered!
(Anyone looking to add to their user exeprience design team would be well-served hiring Dan!)
One tweak might be to only Exposé those windows that have *views* that could accept the drag and optionally dimming those *views* that could not. (Drag and drop works at the view level not window level.)
