In the meanwhile, I've built a basic tool for collecting this type of metadata, and hope to add on tools for reporting shortly (such as search by users/photos, ratings/votes, etc). http://flickratr.makeshift.com/ I also came across what appears to be a fairly mature tool (http://flickrate.gasteroprod.com/) but, unfortunately, it doesn't seem to be functioning at this time (registration doesn't work).
